Charles W. Thompson, Jr. is the Executive Director and General Counsel of the International Municipal Lawyers Association. Prior to being appointed to this position Mr. Thompson served as County Attorney for Montgomery County, Maryland from 1995 to 2006. For the previous 17 years, Mr. Thompson served as County Attorney for Carroll County, Maryland. Mr. Thompson received a bachelor’s degree in history from Virginia Military Institute and earned his Juris Doctor from the University of Baltimore School of Law. Mr. Thompson is currently serving as an adjunct professor at the George Washington University teaching State and Local Government Law. Mr. Thompson is admitted to practice in Maryland, the U.S. District Court for Maryland, the Fourth Circuit Court of Appeals, and the U.S. Supreme Court. Mr. Thompson was awarded the ABA, Section of State and Local Government Law Jefferson Fordham Advocacy Award in 2011.

Erich Eiselt is Assistant General Counsel of IMLA and serves as Editor of Municipal Lawyer. In addition to providing legal input to IMLA management and participating in IMLA’s International Committee and legal advocacy activities, he collaborates with contributors to produce Municipal Lawyer features. He is particularly interested in emerging technologies and their impact on municipal law, and has recently authored ML articles on drones, Airbnb, Uber, e-cigarettes and fracking, among others. Erich began his career as a litigator in New York City, and has more than 25 years of experience directing the legal affairs of large and small organizations. He holds a JD from the University of Virginia, where he was a member of the Editorial Board of the Virginia Journal of International Law. He is admitted to practice before the Supreme Court and the Southern District of New York and is a member of the New York bar.

Amanda Kellar is the Director of Legal Advocacy and Associate Counsel of the International Municipal Lawyers Association. In this capacity, Ms. Kellar oversees IMLA’s legal advocacy efforts, primarily with the United States Supreme Court, by reviewing and evaluating requests for IMLA’s amicus assistance, advising the legal advocacy committee regarding potential amicus cases and their significance to local government, coordinating case strategies with IMLA’s amicus authors, and drafting and revising amicus briefs. Ms. Kellar was the lead author of the Supreme Court merits stage amicus brief submitted by the State and Local Legal Center and IMLA in Equal Employment Opportunity Commission v. Abercrombie & Fitch Stores, Inc. Prior to joining IMLA, Ms. Kellar worked in private practice in Boston, Massachusetts, focusing on employment law and litigation, first with Ropes & Gray, LLP and later with Hirsch Roberts Weinstein LLP. Ms. Kellar received a bachelor’s degree in sociology from Colby College and earned her Juris Doctor from Suffolk University Law School, graduating magna cum laude. Ms. Kellar is admitted to practice in Massachusetts, the U.S. District Court for Massachusetts, and the United States Supreme Court. Ms. Kellar was named a “Rising Star” by Massachusetts Super Lawyers in 2013.

Caitlin Cutchin is Associate Counsel at IMLA and serves as a member of Municipal Lawyer’s editorial staff. She also develops programming for IMLA’s distance learning events and oversees IMLA’s annual Institute for Local Government Lawyers (ILGL) and Construction Contract Drafting Initiative (CCDI). She is licensed to practice law in North Carolina.
Ms. Cutchin received a J.D. from Elon University School of Law and an LL.M. in Law and Government from American University Washington College of Law, where she was also awarded a concentration in regulatory law and policy. As a law student, Ms. Cutchin served as a member of the Elon Law Review and a senior contributor for AUWCL’s Sustainable Development Law and Policy Brief. Prior to her current position, she was a Dean’s Fellow at the National Immigrant Woman’s Advocacy Project (NIWAP).

Trina Shropshire-Paschal has been a member of the IMLA team since 1986 and serves as the Director for Event Information and CLE Accreditation. She serves as head of the IMLA Events Department and manages the administrative processing for IMLA’s Accreditation Status as an Approved (M)CLE Provider. She oversees the CLE and CPD filings with all state bars and law societies for live and distance learning events for the organization and the event attendees. Trina was assistant to IMLA’s founder Charles S. Rhyne and served as the membership department liaison where she implemented the membership billing coding system. Prior to joining IMLA, Trina was employed by a 501 (c)(3) non-profit organization where she managed confidential reports, payroll and a myriad of duties. Trina resides in the District of Columbia with her husband.

Jennifer (Jenny) Ruhe is the Director of Administration for the International Municipal Lawyers Association. Jenny has been with the organization since 2013. She attended the University of Richmond and got her undergrad in Business Administration. During her time at Richmond, she played on the Spiders Division I soccer team and was a captain her senior year. After graduating in 2010, Jenny attended the College of Charleston and got her Masters in Business Administration with a concentration in marketing. Jenny now lives in Frederick with her dog Bella and works with her sister Julie at IMLA!

Julie A. Ruhe is the Director of Marketing and Communications at the International Municipal Lawyers Association. Prior to this position, Julie went to Radford University and got her degree in Business Administration with a concentration in Marketing. She was also on the Radford University’s Division I Women’s Soccer team. After graduating from Radford in 2014, Julie joined IMLA and has been with IMLA for almost 3 years. She has 4 siblings, one which works with her, Jennifer. Julie resides in Annapolis, MD.
