SUMMARY:Homelessness Webinar
DESCRIPTION:Strategies for Addressing Homelessness 2025\nThis CLE presentation explores how the City of Houston has used a combination of local ordinances\, strategic partnerships\, and federal frameworks to address homelessness. Since 2012\, Houston has housed over 30\,000 individuals\, aided by targeted city ordinances regulating encampments\, expanding access to emergency shelter\, and facilitating supportive housing initiatives. The presentation also examines how the McKinney-Vento Homeless Assistance Act has shaped local responses\, particularly in ensuring access to education and housing stability for homeless youth and families. Attendees will gain insight into how legal frameworks and policy tools have been effectively deployed to reduce unsheltered homelessness in the region. \nSpeaker: Lucy Anderson & Michael Nichols

SUMMARY:First Amendment Webinar – Free Live For IMLA Members
DESCRIPTION:This Webinar Is Banned!\nCLE available to Kitchen Sink Subscribers and in some cases to others but fees may apply. \nThis webinar will explore the legal landscape surrounding two hot-button issues in the ongoing culture wars: book selections in public schools and libraries\, and the regulation of drag performances. The presentation will look at trends in state laws and local government actions\, providing a comprehensive overview of the legal challenges and considerations faced by government lawyers. SUMMARY:Land Use Webinar
DESCRIPTION:Regulation of Short Term Rentals: Issues and Considerations\nMany communities are struggling with issues relating to short-term rentals\, especially after the proliferation of vacation rental aggregation websites over the past couple decades. Examples of some of the issues that arise are pressures on workforce housing\, regulatory takings\, and public nuisances\, such as trash and noise. This presentation will examine some of those challenges and how some communities and courts have responded. \nSpeaker: Rob Bovett & Casey Burgess

SUMMARY:Ethics Webinar
DESCRIPTION:Ethical & Effective Generative AI for Municipal Lawyers: Enhancing Public Service and Managing Risk\nAs generative artificial intelligence moves from a theoretical concept to a practical tool\, it presents unique opportunities and challenges for public sector lawyers. This webcast is designed specifically for the municipal attorney\, focusing on how you can leverage AI to provide better\, faster\, and more efficient legal services to your community while carefully managing the inherent risks. Join our speaker\, Dr. Gleb Tsipursky\, for a session that cuts through the hype to deliver actionable strategies for your practice. \nAttending this program will equip you to dramatically increase your department’s efficiency by using AI to streamline the initial drafting of ordinances\, review common contracts\, and analyze complex public policies\, freeing up your time for high-level strategic counsel. You’ll learn how to protect your work product and professional reputation by applying proven techniques to identify and correct AI-generated errors\, from subtle inaccuracies to fabricated case citations. For city attorneys and department heads\, the session will cover how to implement effective oversight protocols to manage your team’s use of AI\, ensuring quality control and avoiding the ethical pitfalls that have led to sanctions in other jurisdictions. You’ll also learn how to safeguard sensitive municipal data and preserve attorney-client privilege by understanding how different AI tools handle your data and which questions to ask vendors. The program will help you develop a clear framework for creating an official AI use policy for your law department that ensures compliance\, manages liability\, and aligns with public records requirements. It will also address how to satisfy the duty of competence (ABA Model Rule 1.1) by understanding AI’s capabilities for streamlining ordinance drafting\, contract review\, and policy research. Strategies will be provided for mitigating the risks of AI “hallucinations” and fabricated citations to maintain the duty of diligence (ABA Model Rule 1.3) and avoid misleading a tribunal. Finally\, the session will examine the non-delegable duty of human oversight and verification\, analyzing recent attorney sanctions and connecting them to the responsibilities of supervisory lawyers (ABA Model Rules 5.1 and 5.3). \nFor those who wish to receive the presenter’s resources after the presentation\, such as in-depth case studies with guidance on how to adopt Generative AI in municipal law and his book on Generative AI strategies\, please visit: https://disasteravoidanceexperts.com/event. \nSpeaker: Dr. Gleb Tsipursky & Sean Cooley
