Projectfinance/public finance using the UK/EU model which utilizes (i)design-build-operate-maintain streamlined infrastructure procurement and finance, (ii) equity capital and conventional debt (iii) sovereign guaranties of debt repayment which in the US could be in the form of state infrastructure banks, (iv) project labor agreements which supersede standard collectively bargained labor contracts, and (v) transfer of financial, construction and operating risks from the public sector to the private sector with public sector regulation and oversight.

Speakers: 

EdwardJohnson is partner with Squires, Sanders and Dempsey and is a project finance partner in the firm’s London office, with a particular focus on public-private partnerships(PPP) and infrastructure development projects.  Mr. Johnson has acted for public and private sector clients on a range of large scale domestic and international PPP projects with a focus on the health, transport, education and defense sectors. He has particular experience with infrastructure projects in the health sector with transactions in primary care (NHS LIFT) and acute/general hospitals procured under the Private Finance Initiative (PFI). Mr. Johnson advises on all aspects of PPP projects including procurement strategy, project structures,construction/operation & maintenance/facilities management contracts and all associated lending and security agreements. Mr. Johnson is recognized by Legal 500 for PFI/PPP projects.

Paul Byrne is a MBA graduate and a Chartered Surveyor with 24 years experience in finance and real estate. He is a partner at Elgar Byrne Infrastructure Finance LLP.  He has represented both public and private sector clients across a range of projects in the Project Finance / Private Finance Initiative industry including: health, education. emergency services,housing and accommodation. He is a member of the Royal Institution of Chartered Surveyor and the Chartered Institute for Securities & Investment.
